[Committee] Banner + Freshers week last call

Just to say this is my final draft for the floor banner, and if anyone has
any objections/suggestions for it that you have ~20 hours in which to make
them before the company print it and I am unable to change it: so if you do
- please don't just think "I'll do it later" as you won't be able to...
